A Theory-Based Research Profiles Framework, and Assessing the Research Environment

Colleagues and I developed the Research Profiles Framework in a twelve-year study funded by the Office of Basic Energy Sciences in the U.S. Department of Energy between 1995 and 2007. The study aimed at assessing and improving the organizational environment for research. We developed and tested hypotheses about the relationships of organization structure and management strategies and innovation for different research profiles and contexts. Understanding how to improve the research environment requires linking specific environments with improved outcomes. There we ran into the same lack of theory and evaluation capabilities found in RTD evaluation generally. We made some progress in characterization and theory, building on theories from organizational development. Perhaps exposure to the progress we made can inform further discussion of what theory we need to improve evaluation of science and technology programs. |
